Note: On July 7, 2009, Ohio Governor Ted Strickland signed Senate Bill 79, legislation that removes the term “mental retardation” from the titles of state and county boards, councils, commissions and various funds. This change goes into effect on October 5, 2009, ninety days after the July 7 signing. Stories published before this legislation, however, retain the affected organizations' original names.
